Start with a New Document.
Choose a resolution of 4×4 pixels and zoom in to maximum with Ctrl +.

Use 4 squares to fill up the documents with 2 colors. I choose #383739 and #646365 .

Now Choose Edit – Define Pattern – Name your Pattern and click ok.

Yes you are done with this basic pattern design. Now create another document of your desired resolution and choose Edit Fill. Alternatively you can use blending options upon right clicking the layer and choosing pattern overlay.
